I wonder here what is more unsafe the old steps or the old deck. Decks and steps are often the cause for serious personal injury. Old wood decks like this are often not built to modern standards. Ledger boards are often not bolted into the home as they should be. Joist hangers are either still in the box in the back of the carpenters truck or installed with too few or the wrong nails. Wood columns are often sitting on the top of a cement patio rather than on the required and necessary footings. If footings exist they are usually not deep enough. Old wood steps like these are simply not designed to hold up more than a few pounds. The old connectors (nails and screws) are expected to be all rusted and ready to fail without notice. The missing handrail and missing guardrail are further signs of unsafe conditions that make personal injury a likely outcome. Without a cement pad under the bottom of the stair stringer water, rot and or insect damages must be expected to occur. The stair stringers will twist and become loose from the stair tread supports creating additional personal injury hazards. Complete removal and replacement of the steps and deck are the most likely cure for all the existing problems and hazards that exist here today.
