Building codes require the manual for the water heater be left near the water heater. In all the years I have been a home inspector I can count on one hand the number of times I have seen a water heater instruction book. I think all the water heater manuals I have ever seen were laying on the top of the water heater against the smoke pipe for the water heater. Most of the water heater manuals are brown as they have gotten so hot they were ready to burst into flames.

While having the water heater manual is a good idea having it be the cause of a house fire is not at all a good idea. Keep the water heater manual handy by securing it to the water heater with tape. Keep it away from the area of the water heater that is hot in order to avoid buring down the house.

Instruction manuals do contain useful information to service people like part numbers and minimum distances to combustables. Keeping the water heater manual around is a good idea.
