Leaking drains can often be stopped by screwing a hose bib cap onto the drain. These are available at building supply outlets. Contact a plumbing contractor for further assistance if needed.
If you do not know what you are doing keep in mind you may create a leak that may not show up for some period of time. The leak you create will not only drain the water heater but will drain all the water supplied to the home from the water company until it fills your basement up, runs down the driveway and someone calls the police or fire department.
Leaks from water heaters can cause very signifigant damage that can be very expensive to cure. Water heater repairs are best left to skilled people who know what they are doing.
