S1467/A2519 seeks to postpone implementation of the home inspector licensing law till December 30, 2005. S1467/A2519 rewards unlicensed, uninsured and unqualified home inspectors who rush to perform 400 inspections by December 30, 2005, the opportunity to obtain a full license without undergoing any training at all. When problems occur due to the inspectors negligence or lack of ability home buyers are left suing an individual that lacks assets or insurance.

Please protect home buyers by contacting your Assemblyman, Assemblywomen and Senator to voice your opposition to existing s1467/A2519. Please call and write to your Legislator today, the Bill is being fast tracked and will come up for a vote very soon.

In order to protect your clients please encourage your Legislator to vote NO to A2519 or to add the following language to the Bill:

" As of June 30, 2004 unlicensed inspectors must

1. Conform to the standards of practice as specified at N.J.A.C. 13:40-15 and all regulations that licensed inspectors are currently required to conform to.

2. Be subject to disciplinary action, penalties and denial of future licenses by the Board as outlined at N.J.A.C. 13:40-15 for non compliance with regulations.

3. Furnish proof to the committee of and to maintain in force $500,000 in E&O insurance as specified at N.J.S.A. 45:8-76.

4. Furnish proof to the committee they have passed the examination offered by the American Society of Home Inspectors (ASHI) or has, since January 1, 2000, passed the National Home Inspector Examination administered by the Examination Board of Professional Home Inspectors (EBPH).

5. Fill out a form under penalty of perjury provided by the committee agreeing to one, two, three and four above by June 15, 2004.

The Board will have 15 working days to issue a one time only, non renewable permit valid till 12-30-05 to all individuals who comply with 1, 2, 3 and 4. Individuals perform home inspections without a license or permit would be subject to penalty for unlicensed practice. "
