Insufficient water heater combustion air insufficient combustion air either means the water heater compartment does not have enough ventilation or is placed in a position that would allow combustion air to be drawn from a room intended for sleeping. Combustion air from outside the living quarters should be provided but sometimes is not practical. If the inspector indicated "technically," it means the water heater seems to have sufficient combustion air but by current building codes is insufficient or improper. If the water heater draws its combustion air from inside the building there should be two permanent vent openings each having a minimum free area of 1 square inch per 1,000 BTU per hour of the total input rating of the water heater plus the BTU rating of any other gas utilization equipment in the confined space (or closet). One opening should be 12 inches from the top of the enclosure and one 12 inches from the bottom of the enclosure. If all the air is drawn from outdoors then 1 square inch per 4,000 BTU per hour input rating is calculated. Sometimes all that is required is vent holes cut or drilled into the compartment door. It's a good idea to install screens over the newly installed vent holes. It may be necessary to install a duct through the attic and to the outside, if the compartment is not on an outside wall.
